ORA-15274 Not enough failgroups (3) to create voting files

Oracle Grid Infrastructure - version 11.2.0.3.0
SYMPTOMS
安装 GI 软件，节点 1 执行 root.sh 时，出现如下错误：

查看 /u01/app/grid/diag/asm/+asm/+ASM1/trace/alert_+ASM1.log 日志：

CAUSE
存放 voting file 的 diskgroup 必须满足下面的要求:
- 如果 diskgroup 是 normal redundant，那么要求有 3 个 failure group 才能存放 vote disk。
- 如果 diskgroup 是 high redundant，那么要求有 5 个 failure group 才能存放 vote disk。
当前 OCR 磁盘组配置的是 normal redundant，而且只有 2 个 failure group，不满足上面的要求 failgroup 不足。
SOLUTION
重新配置共享磁盘，使其满足 3 个 failure group 要求。
